I should have probably also mentioned the government procurement site, BCBid (www.bcbid.gov.bc.ca). They sporadically post RFPs for tech writers and communications contracts. If you can get a group together and look semi-official about it, there might be some opportunities there. Or you can check out who is bidding and try to see if they need help.
